The Expansion of School Choice Vouchers in Wisconsin: Challenges and Paradoxes of Implementation

Name: Karin Sconzert
Department: Education
Type of research: Independent research

Abstract

In the 2011 biennial budget for the state of Wisconsin, Governor Scott Walker chose to expand School Choice Vouchers (used in Milwaukee since 1990) to the small city (population 80,000) of Racine.  Why Racine?  Interviews with state legislators and political insiders shed some light on the murky origins of the expansion.  How does school choice work?  Interviews with all private school principals in Racine, both those who accept vouchers and those who do not, revealed a varied landscape of recruitment and compliance, with the local public school district proving to be a helpful partner in serving voucher students with special needs.
